The Council for Community Accessibility (CCA) is a volunteer group that advocates for the interests of people with disabilities. Formerly known as the Community Council on Handicap Concerns, the group was formed in 1990. The CCA promotes awareness of the challenges faced by people with disabilities, and works to develop solutions to problems of accessibility in the community.
The CCA holds public meetings at City Hall at Showers Plaza, 401 N. Morton Street, Bloomington, Indiana. Please contact cca@bloomington.in.gov or (812) 349-3471 for details.
This is an open board and any member of the public may attend and participate at CCA meetings.
While they come from diverse backgrounds, Council for Community Accessibility members share a personal interest in accessibility issues and bring a range of leadership experiences to their work on the Council. Many members have disabilities themselves or are family members of those with disabilities. Others work in agencies that help people with disabilities.
CCA Objectives
- Assessment: To seek information about the strengths and needs of people with disabilities.
- Awareness: To educate all segments of the community regarding accessibility
- Accessibility: To promote access to places of public accommodation, housing, programs, and services.
- Affinity: To develop coalitions with groups that share similar interests
- Advocacy: To empower and work alongside people with disabilities to promote their best interests.
- Advice: To serve as a resource to the community.

Report an Accessibility Issue
The Council for Community Accessibility is your advocate for all things accessibility. Think blocked ramps, deteriorating curb cuts, buildings without accessible signage, bathrooms with fixtures too high, objects within the path of travel, etc., etc. The Council stands ready to assist you with these kinds of issues in our City and at Indiana University.

MALL (Mobility Aids Lending Library)
MALL (Mobility Aids Lending Library) serves the greater Bloomington community by taking donations for canes, crutches, walkers, ankle-foot orthoses (AFOs), rollators, scooters, and wheelchairs. Those items are then made available for people in need. The City of Bloomington Council for Community Accessibility (CCA) and the Monroe County Public Library (MCPL) are partnering to support this community service.
For both donations of unused or unneeded mobility aids or if you need a mobility aid, even temporarily, the forms are here: https://mobilityaidslendinglibrary.org/
Pickup and drop off for smaller items will be on the last Sunday of the month, from 1:00-3:00 p.m., at the Monroe County Public Library, Room 2B.

Accessible Transportation and Mobility Principles
The Accessible Transportation and Mobility Principles seek to guide how the City of Bloomington plans and implements accessible transportation and mobility considerations for persons with disabilities. These Principles are intended to inform city-wide improvements and developments of public spaces so that legislation and infrastructure truly reflect the needs of our diverse community. This document is the outcome of a year-long effort in 2021-2022 by the Accessible Transportation and Mobility Principles Steering Committee, a subcommittee of the Council for Community Accessibility. They are currently being worked with the intent of the City Council adopting them as a resolution.
