What does Bloomington look like in 2040? Where and how should we live, work, learn, and play? What are our priorities for the future? How do we get there? These are just a few of the many questions that the comprehensive plan will help answer, as well as provide a road map on how best to achieve these goals.

A comprehensive planning process was initiated in 2011 to develop a new comprehensive plan for Bloomington.  In 2013, the Common Council adopted a Vision Statement with Resolution 13-01. The Vision Statement provided the framework to develop the next comprehensive plan.  In July of 2016, a working draft of the comprehensive plan was available for review and residents were encouraged to provide feedback. Input received resulted in the first draft for the Plan Commission to consider at their April 2017 special meetings.  The Plan Commission reviewed and revised the Plan based on the schedule outlined below.

A June 2017 final draft was approved by the Plan Commission and certified the proposed Comprehensive Plan to the Common Council on June 26, 2017.  The Plan was considered by the Common Council through Resolution 17-28 (schedule is also listed below). Because the Common Council considered and adopted amendments to the Comprehensive Plan over the remainder of 2017 and completed its deliberations on January 17, 2018, a new resolution was used - Resolution 18-01. The Common Council unanimously adopted a 2018 Comprehensive Plan through Resolution 18-01.  Please see the City Council page (under Legislation) for additional information regarding Resolution 17-28 and 18-01.      

Comprehensive Plan Adoption Schedule for the Plan Commission

The City of Bloomington has begun the adoption process for the new Comprehensive Plan. The Plan Commission hearing schedule for review and adoption of the Plan is as follows:

  • Monday, April 17, 2017, 5:30 PM, City Council Chambers - Brief overview of the Plan and explanation of the adoption schedule and process. No public comments will be taken at this meeting. Public comments begin at the next meeting on April 20.
  • Thursday, April 20, 2017, 5:30 PM, City of Bloomington Utilities Boardroom - Full presentation of plan and opportunity for public questions and comments. April 2017 Draft.
  • Monday, April 24, 2017, 5:30 PM, City Council Chambers - Discussion of and action on potential Plan amendments (with public comment allowed on amendments). Meeting Packet Link
  • Tuesday, April 25, 2017, 6:00 PM, City Council Chambers - Discussion of and action on potential Plan amendments (with public comment allowed on amendments). Meeting Packet Link
  • Monday, May 1, 2017 - Final Draft with April amendments incorporated (see below).  
  • Monday, May 1 and Thursday, May 4- Previously scheduled meetings have been canceled.
  • Wednesday, May 31, 2017, 12:00 PM - Deadline for all proposed amendments for final document to be submitted to staff.
  • Monday, June 5, 2017, 5:30 PM, City Council Chambers - Discussion of and action on potential Plan amendments (with public comment allowed on amendments). Meeting Packet Link

  • Friday, December 15, 2017 - Revised draft issued

  • Wednesday, January 10, 2018 - Re-introduction of the resolution for 2018

  • Wednesday, January 17, 2018 - Consideration of Amendments for the Document as a Whole - Final Vote.  Council adopted a final document with Resolution 18-01 and the revised final draft is posted and ready for final review by the Plan Commission.  Because the Council amended the Plan, the Plan Commission must review and either approve or reject the final adopted Plan.  The Plan Commission unanimously approved the Plan at their March 19, 2018 special hearing (see above Plan Commission schedule).
