I live at 1009 S. Lincoln St., and running in a perpendicular line to the street from our water access, at the house edge of the sidewalk, there's a big hole. It seems to go below the sidewalk a little. I'm not sure if I should just fill it in, or if it is indicative of a larger problem that should be addressed. I'd love a little guidance from the experts! My neighbor has many five gallon buckets lined up next to his house filled with water. I am worried that they will spread mosquitos and disease and they are right next to my property. The owner doesn't live there (no one does). Can you please tell him to turn the buckets over? I thought I read that this was against some ordinance. The address of his house is 1413 w 11th st.

The owner of 1413 w 11th st has established a series of about 7 five gallon plastic buckets up against his house that are holding stagnant water. This will breed mosquitos and is unsafe to the neighborhood as it will contribute to the spread of disease including the potential for zika. Please have the owner remedy the situation.

Neighbor water buckets
The owner of the house at 1413 w 11th st has set up and maintained a series of several five gallon plastic buckets up against his house. The house does not have gutters and he is using these buckets to collect stagnant water. He has been doing this for months now. He knows what he is doing and this is intentional. The neighborhood is going crazy with mosquitos. This is a dangerous and unhealthy situation as it can explode the mosquito population and spread disease, including the zika virus. This is a low income neighborhood and there are many families and children around. Please address this situation!
