I live at 812 W 2nd St. My next door neighbor lives at 820 W. 2nd St. Her back yard is overgrown and has containers that fill with water. In warm weather these containers breed mosquitos. I can't even go outside in the summer because the mosquitos are so bad. Also, she won't cut her grass along 2nd St. She says it is flowers, but it is weeds. I have seen rats in there. Also it is a traffic hazard because cars turning on to 2nd St. from Euclid St. can't see oncoming traffic. I am also sending a copy of this email to the State Board of Health in Indianapolis.

Subject: Re: uReport Case #162510 - 3433_E._Third_St._property_needs_owner_attention Mike Arnold -- An update from a coupe weeks past on this address, I have been been busy or else would have sent a message sooner. 2/10/18: I reported to Bloomington Police the north, back of house, doors open. Lower door wide open, upper door open but storm door closed. Officers (six) arrived and cleared the house, Windows are still unlocked and storm windows may be opened as they are not closed in place on nearly all windows. Please make contact with the owner and request that they close all windows and check the two doors so they may be closed and locked. I have mentioned to you in the past, on the lower door, stone wall has fallen and mud prevents storm door to close. This needs attention. Please be more aggressive in your home owner contact. Monitoring this house and follow up on securing the house is now using Police time and resources. Plus my time and others neighbors concern that the house is being entered by homeless and others trespassers. It appears a mess inside and needs attention. If you cannot get results on this homeowner's negligence, see history back to 2004 where the city has sited issues, I will follow up with the Mayor and City legal. This needs to be solved to hold the homeowner accountable for action before something bad happens; house fire, frozen water pipes, trespassers cause issues. If you can, please tell me who the homeowner is and their contact information. I am willing to contact them to discuss issues (as the Neighborhood Association representative) - plus Bloomington Police wish to make contact. Old IUCU drive thru lanes at Whitehall Plaza on west 3rd Street.. The building has tarps covering the front and wind damage has town those off and exposed pipes, graffiti, hanging boards, and water damage. This is an eyesore, dangerous and is not safe to walk or drive by... There are swinging boards and I have picked up several boards with nails in them and placed in the flowerbed.

Overgrown bamboo at 1002 W 6 St and Elm bending into sidewalks and street obstructing traffic. Bird droppings covering the sidewalk. The invasive plant has encroached on neighboring property where we live at 1004, so we are having to engage removal services and eventually install impermeable barriers at our expense. The back yard of 1002 is overgrown also, feral cats, possum and a skunk have been sited or smelled in a fallen shed which has not been cleared out. The Elm Street side of 1002 is full of debris and overgrowth and there is an unattended stagnant water feature where we hear frogs in the summer (which do attract copperhead snakes). Someone does seem to be inhabiting the house, though we know that the owner of the house does not reside in Indiana presently.

Sent Monday, May 21: "I have been to your office to complain about the mess at 823 w. 7th street. The front porch is covered with trash that has been accumulating for 15-20 years. The back and side yards are overgrown and contain litter and receptacles that can fill with standing water. The property is a breeding ground for mosquitos, rats, and other pests. I and several neighbors believe it poses a risk to public health. Your enforcement officer took a look, but told me that nothing was ticketable. I respectfully disagree. While the overgrown vegetation is not “turf grass”, it is a menace and eyesore. The garbage on the porch attracts human as well as animal pests. It invites others to litter and dump on the property. Although I was at your office, I was not given a complaint form to sign. Nor was I able to submit a complaint on your website. (I don’t know why unless it was my iPad) I definitely want to file an official complaint and have it kept on record. I also ask you to reconsider and help us to clean up this blight on the neighborhood. Thank you."

I am writing to report water leaking lead to flooding, mold and mushroom in the Unit 131, 1150 S. Clarizz Blvd., the Monroe. We had water flooding in living room, bathroom, and kitchen since we moved in around 17 August. We reported it. The maintenance came a few time to dry the floor in the first two weeks. The third week, mold and mushroom grew out in the bathroom, living room and kitchen. During that time, HAND happened to inspect the Monroe. The Monroe painted all the molded places and changed the broken air-condiner. But after passing HAND's inspection, they didnot try to fix the root cause of the water leaking and mold. Now, new mold is coming out in my bedroom. So, we believe they only used paint to cover the mold come out. But didnot treat the mold in the war and under the floor. Last time, they treated the mold with big fan which blew the contaminated air from air-conditioner room into the living room and our bed rooms. I got burning nose and lung. I was diagnosed with Rhinitis. Doctor said it is bad for the lung if I am continue to expose to that environment. I have been complaining about the bad ventilation and mold in my room which cause me difficulties of breath and coughing to the Monroe. But they have been very irresponsible. Also there were mold in the air-condioner room and ventilation system. The air blow out from the vent blacked my walls too.

This house is outside of city limits. Hello, I would like to know I contact about neighbors letting their trash build up. The neighbors are in section 8 housing, but there is no reason to not keep up with burning their trash. This is causing a health hazard to the rest of us. One of my other neighbors just told me he has already talked with them and they don't seem to care. He even stated that he called the police, but the police, said they can't do anything about it because outside of city limits they are allowed to burn trash. But the problem is they are not burning it, "IT IS BEING PILED UP BY THEIR HOUSE" (yellow house on McCormick Lane), this is causing a rodent issues and problems for the rest of us. The same neighbor told me he woke up this morning with two dead mice floating in his dish water...very nasty he said. If you are the right people I should be contacting, please point in the direction of those I should contact. This problem needs to be address, before the rest of us are over-run with rodents and other unwanted critters. I would like to remain anonymous, but if not so be it! Thank you.
