I am not sure what the owner of this building has planned, but it seems there has seem some slow work done to the house since my husband and I have bought and renovated our home a year and a half ago. In this time, we have seen animals come and go from this abandoned house, seemingly homeless people come and go from the basement and the windows boarded up. This home is in utter disarray. With so many homes in the prospect hill area being renovated and maintaining the historical feel, this is one of the few if not the only home that is a major eye sore on our neighborhood. I am not sure if there can be anything done legally to motivate the owner to do renovations more quickly or to just tear it town. Any thoughts would be very much appreciated to address this problem. Chad Ackerman is a the business owner of Ackerman Auto Detail located at 630 South Patterson Drive. This morning, after coming to work he found that his workplace was full of smoke. This is due to the common occurrence of the homeless population using the space behind his business as a place where they light fires. These fires are uncovered and lead to a very toxic smell. This is a potential danger to the business, employees, customers and city of Bloomington.

Mary Friedman originally emailed the Office of the Mayor January 14th, 2016 complaining that this property had been abandoned for the last 5 years. At that time coyotes were living in the home. However, she emailed again October 19th, 2016, saying the property is now being occupied by a group of homeless people.

This structure is abandoned and the yard is being used as a toilet by the homeless. The west window appears to be open or missing. The front porch floor is buckled.

Homeless man and friends congregating in the building and trades park - upper shelter house. Drinking most days of the week. I Have witnessed them drinking a case of bud lite as well as pouring a handle of liquor into their water bottles. This would not normally bother me, however I am a homeowner in the near vicinity. I have witnessed a decline in the amount of people bringing their kids to the park due to this increase in the homeless population as well as their increase in how comfortable they (I.e. Dogs off leash, air mattress, sleeping bags, etc). I have recently done a lot of work to my house and am worried that this activity in this park will affect my property value. I would appreciate if there was some way to address this homeless population in my neighborhood park. If there could be more patrols by the park at random times throughout the day as well as at at night (they sleep under the shelter house as well) I feel that it may help stop some of this activity. As a young female; I am hesitant to contact the police at each one of these instances for fear of retaliation/they know where I live/may know it's me calling.

People park. This park is over run by homeless. It is not useable by others. More disturbing is seeing someone shooting up in evening when walking with family on Kirkwood. This is an unsafe environment. Thank you for your attention to this matter.

I believe this is the same caller as Case #155238. Reported homeless men still living under the shelter house at Building and Trades park. One man started to approach the caller at 11a today as soon as the City parks worker left, but then walked away when a driver pulled up to the park. Caller is very frustrated that she can't eat lunch at a city park without feeling scared or accosted. She's requesting extra police patrols at this location.

Homeless people camping in shelters in building and trades park - complete with air mattress, blankets, sleeping bags, bags. Have gotten way to comfortable. I've called central dispatch/non emergency police and nothing seems to happen. Would like to see lights under shelters in the near future to inhibit this behavior. I am a resident on Howe and am getting tired of seeing this and being kept up at night.

Lisa Merchant 502.939.6538 called to express concern about homeless/transient population on Kirkwood becoming more assertive and aggressive. Daughter (rising IU junior) works at Pitaya and is approached daily, including being asked outright for her take-out food container yesterday. Lisa called BPD and was told that police hands are tied due to the city's stance on the issue. She said she worries that her daughter will be unsafe while walking to her car after work once it gets dark earlier, and suggests that a reserve BPD officer be available to "walk girls to their cars" after sundown. Just wants to be added to the broader list of concerns about city homeless.
