house at 1016 w Kirkwood is unsafe. It is unlocked and has a no working refrigerator on the back deck that as of a couple of weeks ago had moldy food in it. Homeless people have been seen coming and going. syringes have also been seen around the property.

An update from a coupe weeks past on this address, I have been been busy or else would have sent a message sooner.
2/10/18: I reported to Bloomington Police the north, back of house, doors open. Lower door wide open, upper door open but storm door closed. Officers (six) arrived and cleared the house, Windows are still unlocked and storm windows may be opened as they are not closed in place on nearly all windows. Please make contact with the owner and request that they close all windows and check the two doors so they may be closed and locked.
I have mentioned to you in the past, on the lower door, stone wall has fallen and mud prevents storm door to close. This needs attention.
Please be more aggressive in your home owner contact. Monitoring this house and follow up on securing the house is now using Police time and resources. Plus my time and others neighbors concern that the house is being entered by homeless and others trespassers. It appears a mess inside and needs attention.
If you cannot get results on this homeowner's negligence, see history back to 2004 where the city has sited issues, I will follow up with the Mayor and City legal. This needs to be solved to hold the homeowner accountable for action before something bad happens; house fire, frozen water pipes, trespassers cause issues.
If you can, please tell me who the homeowner is and their contact information. I am willing to contact them to discuss issues (as the Neighborhood Association representative) - plus Bloomington Police wish to make contact. By the way - the house has not been occupied since December 2016.

The house is not being cared for and has become a flophouse for the homeless and drug users. The backdoor is not locking now (I have tried) and inside it's a mess with evidence of trespassers using the house for various activities.
BPD has visited the house three times in the past 60 days due to the back door standing open. With the weather and trespassing occurring at the I address, you need to get the owner's attention to lock it up and also care
for it in a consistent manner. It has evidence of being abandoned. Also evident are the two waste and recycle toters at the front door - never touched by the homeowner. An advertisement that the house is vacant.
Has BPD contacted you for enforcement help?

requesting feedback: Today is Monday Jan. 15,2018 and I cannot complete some of my personal errands due to weather conditions on the streets and sidewalks.First, my mail has been delayed since Saturday from the incoming snow storm. I noticed the sidewalks were not shoveled and some places were not salted nor were some of the streets were not plowed either. abandon residence entered by homeless, no electricity, water, heat graffiti on exterior of building.
unable to find current owner via Monroe county GIS to request clean up and to secure building
doors and windows broken into i am sure that soon it will become a health issue
it already is a eye sore to to the area, now that it has been tagged by graffiti it is a open invitation to vandals to spread throughout the area

Frequent visitor to Building Trades Park reported many issues while setting up for a Labor Day family picnic. Two homeless men sleeping under the shelter and one sleeping on the ramp. Two homeless men locked themselves into the bathrooms for 30+ minutes, making the bathrooms inaccessible to anyone else. Left the bathrooms a wet mess, threw up on the side of the building. Visitor called police (non-emergency) and left after 35 minutes when police still hadn't shown up -- moved her family picnic to another location.

Felt uncomfortable having my family at building and trades park because homeless people were using the covered area as a place to live in relatively large numbers. They had their belongings, food items, chairs and other furniture for sleeping. It was obvious it was more for them than a day or at the park. Also they left trash around the restroom area. This is sad as it male it an unsafe atmosphere for children like a park with a playground should be. We ended up leaving early even though we live in this neighborhood.
