Project Background:

In May 2018, the City of Bloomington entered into a purchase agreement with IU Health for the 24-acre legacy hospital site for the Hopewell Development.  Demolition of the main hospital building by IU Health is currently underway.  The existing parking garage and the Kohr Administration Building will remain.  Demolition and site restoration is expected to be completed in 2023 and the property transferred to the City before the end of the year.

The first phase of the Hopewell Development, Phase 1 East, bounded by 2nd Street to the north, 1st Street to the south, B-Line to the east, and Rogers Street to the west completed demolition and site restoration in 2022.  The City is seeking bids in the spring of 2023 for construction of the site infrastructure and linear park to create development ready lots.

Project Details:

Hopewell West - Jackson Street (1st to University) is the next step in the City's transformation of the area.  The project will create the new development lots and public rights of way for the legacy hospital site bounded by 1st Street to the south, 2nd Street to the north, Rogers Street to the east and the legacy hospital access road on the west. The project will construct infrastructure including one block of Jackson Street to support adjacent developments including the Kohr Building affordable housing project.

Engineering Services RFI:

The City of Bloomington is issuing this Request for Information (RFI) to aid in the selection of a consultant team to perform design services for the City's Hopewell West - Jackson Street (1st to University) Project.  Interested parties must submit a Letter of Interest (LOI) as outlined in this document no later than February 27, 2023 at noon (12:00 PM) local time.
