UPDATE: CONSTRUCTION FUNDING FOR THIS PROJECT WAS NOT PRIORITIZED. WHILE THIS PROJECT MAY STILL PROCEED IN THE FUTURE, THERE ARE NO CURRENT PLANS FOR CONSTRUCTION.

This project will install a new sidewalk along the east side of South Walnut Street approximately 350 feet south of Winslow Road to approximately 230 feet south of Ridgeview Drive. This project has been prioritized by the 2021 City Council Sidewalk Committee in order to improve safety and accessibility for people walking in the area.

The engineering design consultant is Bledsoe Riggert Cooper James.

The new sidewalk will typically be five feet wide and located approximately five feet behind a new curb that will be installed along the east edge of Walnut Street. The sidewalk will be located entirely within existing City right of way. In some locations, construction of the new sidewalk will require short retaining walls between the sidewalk and private property. This project will also remove existing trees and vegetation and replant new trees and grass. Residents will be contacted individually to coordinate construction activities that could impact private property or access to a driveway.

Construction is tentatively scheduled for spring 2022. Please be aware the responsibility for the maintenance of the sidewalk and tree lawn (the area between the edge of the road and the private property line) falls to the adjacent property owner in accordance with the City of Bloomington Municipal Code (BMC). BMC Section 12.24.030 and Section 6.06.050 describe the requirement of the adjacent property owner to perform maintenance including leaf raking and grass mowing. BMC Section 12.24.040 describes the requirement of adjacent property owners to remove any vegetation obstructing a sidewalk. BMC Section 6.07.010 describes the requirement of adjacent property owners to clear snow and ice from the sidewalk. BMC Section 12.04.010 describes the requirement of adjacent property owners to perform any long term maintenance required to keep the sidewalk in repair.

Quotes are due in the City Hall Atrium by 11:30 AM on Monday, December 20th, 2021.  Bids will be opened and read aloud at a virtual meeting, City Hall, 401 North Morton Street at 12:00 PM (Noon) on Monday, December 20th, 2021

This Project was pulled from the 12/20 Agenda and was not awarded.

All Bids Rejected. Staff reviewed the Bids and after coordination with the Council Transportation Committee, which allocates the annual sidewalk funding. Staff suggested that all bids be rejected. This recommendation is consistent with the Council Transportation Committee’s desire.
