Final Report: Platinum Biking Task Force Report Final Report - "Breaking Away: Journey to Platinum"

On May 12, 2010, the Bloomington Common Council created the Bloomington Platinum Biking Task Force by approving Resolution 10-10: Bloomington Platinum Biking Task Force. The Task Force's charge was to assess Bloomington's strengths and weaknesses in regard to bicycling, and to plan how the City can achieve a platinum designation from the League of American Bicyclists' Bicycle Friendly Community program by 2016.

Bloomington was first recognized by the League of American Bicyclists as a Bicycle Friendly City in 2003, earning a bronze designation. In 2010, it won a silver designation. The final report of the Platinum Biking Task Force makes it clear that elevating Bloomington's status to platinum (the highest level) will improve the quality of life for residents by improving health, fostering greater environmental integrity, and improving economic resiliency.

Bloomington Common Council adopted the final report of the Bloomington Platinum Biking Task Force on November 30, 2011 with Resolution 11-15: Approving Platinum Biking Task Force Report. The report serves two important functions: 1) to outline strategies to achieve platinum status, and 2) to educate citizens on the benefits of bicycling. In total, there are 50 recommendations to improve city-wide performance in each of the '5 E's' (Engineering, Education, Encouragement, Enforcement, Evaluation).

Over 35 community organizations, ranging from schools and youth serving agencies to those serving the most economically vulnerable, signed onto the resolution to express their support for the city's bicycle-friendly efforts. The report is also bolstered by past Common Council actions supporting the reduction of greenhouse gas emmissions (Resolution 06-05) and preparation for the peak of world petroleum production (Resolution 07-16: Establishing a Bloomington Peak Oil Task Force).

The Platinum Biking Task Force's last official meeting was in September 2011, as per the sunset provision in Resolution 10-10. City staff will update the public on progress in meeting the targets in the report at an annual Bike Summit.
