Subject: Request for Residential On-Street ADA Parking Spaces due to Student Housing Overcrowding I am a 9-year resident of Maple Heights neighborhood in Bloomington requesting the designation of on-street ADA accessible parking spaces directly adjacent to my home. My husband is disabled and myself have upcoming spine surgery and possesses a valid state-issued ADA placard.A recent multi-building student development directly across the street has overwhelmed our public street parking. The high volume of student vehicles completely fills the street, creating a severe barrier for my husband and myself, who cannot walk long distances. This has created a safety hazard, as we are trapped in our home and unable to leave for medical needs out of fear that accessible parking will be completely cut off by student overflow. Because we operate two essential vehicles—including one required for my husband's medical transit—we are formally requesting that the Traffic Commission evaluate our property for a designated ADA space allotment to restore safe, accessible entry to our home. Thank you for your urgent assistance with this safety matter.

I work in Luddy Hall on the IU Campus. I have an ADA sticker for my car. The only ADA parking close to the southside of the building in on the west side of Myles Brank Hall behind Luddy. The City of Bloomington has timed parking along the south side of Luddy on Cottage Grove. It would benefit me to have at least one or preferably two of those parking spaces issued for drivers with a disabled license. This building has no parking on the other three sides. I'm 71 years old with major health issues and we have elderly and/or disabled family members come to Luddy also, especially in inclement weather when there is more possibility of falls. I am 62 years old, and this time last year I was just getting back to work after 3 1/2 months rest healing from a broken ankle. When I moved in to 1200 W 12th St, I noticed the sign (photo #1). I even asked Bloomington Housing Authority about it. They said it would be okay to park in front of my apartment. I have been parking in front of my apartment since March 2024. No tickets, no problems. It made it very easy to get to my apartment - load or unload my car - and I could keep an eye on it while in my apartment. Today I get home from work (I work full time at IU as a custodian. Yes - I work FULL TIME and still need Section 8 to get a place to live) to see fresh paint denying me my usual parking spot. I had an ADA tag for a while, but it was temporary. It expired. The problem is: I can’t see my car now unless I get up and look through the one window that lets me see my car. If I have to park farther away, I won’t be able to see it at all, and I will have to walk farther and across the street to access my car. I am old, diabetic, autistic and cannot walk a far as I could before the broken ankle. After work, it is very common for my right ankle to be aching on top of the Diabetic Neuropthy I have in both feet in addition to my jangled nerves from interacting with people and handling emergencies. This neighborhood can get a bit sketchy sometimes - it helped my normally high anxiety level to be able to see my car. My anxiety is already high from people walking so close to my apartment and cutting through my yard - can’t do anything about that so I live with that anxiety. I don’t want to break the law, but this is so unfair! I already pay $828 a month for this tiny apartment - that is ONE WHOLE PAYCHECK. My rent is figured as 30% of my GROSS income. I pay quite a bit for my taxes and Insurance, and I have quite a few medical issues so I have to scramble sometimes to get bills paid and pay for all the drugs I have to take. I live paycheck to paycheck. I have to work so I have health Insurance. Even though I am 62, I can’t get Social Security if I want to live here because it would price me out of Section 8 and I would have to move (AGAIN - I just moved in here a year and a half ago). I can’t work less because i need Insurance from work until I reach 65 and can get Medicare (if it still exists by then). If I have to park further away, then my ankle will be that much more achy when I get home. I’m going to see if maybe I can qualify for a permanent ADA Tag, but even then the 4 HOUR LIMIT would kick me in the butt. That doesn’t even take into account bad weather days or having to walk farther with loads. Where I am currently parked in photo #7 would be a better ADA space. Usually no one parks there, and it is closer to the Boys and Girls Club. Please help me.

I apologize in advance if I have already submitted this report. I could not find it in my email. My husband is in cancer treatment, so our lives are turned upside down at the moment. The tree line on our street has many branches above the road and sidewalk that are dead and it looks like maybe diseased. One large branch has already fallen we have taken care of it. Our sidewalks are used every day by parents with her children, neighbors walking their dogs and elderly getting their exercise or on their way to the YMCA students on their way to school. So I hope that someone can come and take care of the branches before the weather changes and someone’s injured or there’s property damage Thank you , Vertessa

Hello, we have multiple dead, large branches hanging down over the streets/sidewalks from the trees on the cities tree line. A large branch just fell onto the sidewalk last week. Please see picture. I am concerned the branches are going to fall on a vehicle. The sidewalks are used all day every day by parents with their children residence, walking their pets and elderly getting out for strolls. With the fall season coming up upon us I’m concerned the wind is going to blow the limbs down and fall on a person or a car. It’s difficult enough for us to manage the leaves from these large trees. We just are not able to manage the large tree limbs as well. Please have the City come and cut back the dead limbs. They also look diseased? Thank you! Vertessa

Case #214220 is listed under 508 N Lincoln St, but the correct address for the problem is a couple houses south, on the SE corner of 9th and Lincoln Streets. Porch light is bright, piercing bulb that casts shadows through the windows of neighboring properties. Tenants (who change most years) tend to leave it on for days/weeks at a time. The fixture is unshielded glass and the bulb sits below that fixture anyway.

New light installed by Duke Energy (replaced existing light) on pole between Parkview parking lot and Washington St is blindingly bright and pointed straight at my bedroom window. Even with the blinds closed, the light is clearly visible and illuminates the room to the extent that it is difficult to sleep. I'm used to there being some amount of light out there, but this is untenable. Attached photo was taken at approx. midnight and shows brightness and position of the light from my window.
