Unsafe Buildings

A few months ago, my 5yr old son and I moved into a house located at 620 West 15th Street in Bloomington, Indiana. The landlord Michael Stone stayed he was in the process of remodeling and investing in the House. It has been apprx four months now and the trash and other hazardous gas/propane has been growing more and more outside the house, behind the house, and along side of the garage {which not only making the house look filthy but also has brought all kinds of bugs inside and out of the house and HUGE living critters such as possums, raccoons, and mice living right under our deck that wraps around a majority of the house. These critters are not only HUGE in size but they also fight with my outdoor cats and are fearless of humans and scare my company and children. I have brought the critters and the bug problem to my landlords attention on numerous times and he is very aware of such issues but refuses to do anything other than continue to add to thee trash and thee rubbish outside of the house. Further more, I have just recently moved into the basement part of the house where the landlord had converted it into a two bedroom/one half bath for more space for me and my children. When I moved down to the basement, the landlord claimed he was in the process of laying carpet down and adding a drop ceiling, however I did not realize how bad of shape the basement truly was in when me and my kids moved from the upstairs bedroom to the basement "apartment". I have been renting in the basement part of the house now for appxly three months now and the landlord has not fixed anything as he stated he would when I moved down there. {example: the whole furnace and water heater is exposed with wires of all sort and kinds, there are several different outlets, wires, pipes, and vents that are outdated and exposed with no covers or any type of coated insulation. Only part of the basement has a drop ceiling that covers small portions of wires, pipes, and light fixtures {most of which area is falling in and a portion of the drop ceiling has actually fallen in on top of my five yr old son } I have brought all of these violations and improper safety issues to the landlord on numerous times since moving in and the landlord continues to ignore any/all of the issues and concerns I have brought to his attention. I wish I could find another place to live but I am disabled and have a very limited income and can not find anything in our price range at the current moment. In December, things were really tight with the Holidays and all and I had to go to thee Trustees office for rental assistance that month; Although, I received a letter from the Trustees office stating they could not help me due to a number or reasons concerning the Landlord and something to do with the HANDS inspection people. I spoke with my landlord in person and showed him thee Letter from the Trustees office and I wanted an explanation and if the landlord had any knowledge of why the Trustees office stated the written reasons why they could not assist with this particular location.. At first, the landlord denied any wrong doing and then he finally admitted to me and my father that he was NOT a licensed Landlord and HANDS (code enforcement or whoever inspects rentals) did NOT in fact, inspect the basement in which he has been renting out to me. The Landlord also stated to me and my father that the upstairs rooms that he has been renting out was supposedly approved by HANDS as only a "one family" house and only adults were approved to live up there (yet he had my kids and I living in one room for a few months before moving us down to the basement) According to the landlord, supposedly only one family house to be rented out only consist of three adults. The landlord was renting out to Me, my kids, and another room mate; all at the same time that the landlord, his girlfriend, and the girlfriends' two children were also using the same bathroom, shower, kitchen, laundry washer/dryer, and the entire house at the same time that the landlord was also renting the upstairs and basement out. NOTE: I have pictures, videos, written complaints, and the landlords' verbal acknowledgment recorded of his scandal and neglectful ways with this house he has been renting out. I am hoping to find a new place to live soon but in the mean time, these are just a few things that this slum lord has done and continuous to do.

1203 W 6th ST

In the 1300 block of W 6th Street, the culvert where the open ditch goes under the North side of W 6th Street is nearly closed by debris, limbs, trash and a tire. The water is backed up. When it gets warmer it will be a prime mosquito breeding site and public health nuisance. This open ditch re-emerges near Kleindorfer's Hardware, goes around the auto body shop and under 3rd Street between that shop and Hinkle's Hamburgers. Litter, trash, plastic wrap & etc line the banks of this ditch and are no doubt being washed into the watershed. Shouldn't these businesses be required to send an employee out there periodically to clean up this trash?

Someone has been leaving cat food outside in a Common Area at 3200 John Hinkle Pl, zip code 47408. I have complained to Tempo Properties, the property management company, but little has been done to address this issue and the problem is still ongoing. At first, there was a bowl of food and water left outside in the common area to feed a cat. It appears Tempo Properties, or someone else,removed these, which then prompted the owner of the cat to simply dump a pile of cat food onto the carpet. This food in turn attracts many ants, bugs, and other animals and is very unsightly. I would like to note as well that each individual unit in the building has its own deck where an occupant or tenant could reasonably place a bowl of food and water for their pet without infringing on the Common Areas. Further, the Crescent Park Homeowners Assoc policies specifically prohibit keeping pets in any of the Common Areas. Despite these complaints, again, Tempo Properties has done nothing else to address the issue. I have many photos of the cat food, some of which I will attach to this complaint form. I would be happy to provide more photographs if needed.

The water fountain (doggie fountain portion) on the Clear Creek trail that is halfway between That Rd. and Rockport Rd. (Just behind the house at the end of Dove Dr on the trail) is not functioning. It has not been functioning all year at all since it was turned on in the spring. Our pets out walking could use a little repair help please :) Thanks, Kevin

The bike path along Sare Road south of the intersection with Olcott is rapidly deteriorating due to continuous water flow over the path that washes dirt, branches and rocks onto the path. Something needs to be done to divert this water away from the path. In the winter the water freezes, leaving the path coated with a sheet of ice. Very dangerous for bikes and pedestrians.

Clear creek trail from church lane to tap road needs over hanging limbs and side growth trimmed back. Also the trail itself needs attention as several places have debrie from storms. I reported this about a week ago but nothing happen. A gentleman riding his bicycle was dodging an overhead branch just north of the water fountain and hit a small branch lying on the trail which caused him to wreck. He was not injured. Thank you

During the past week, I've noticed that Clear Creek Trail and certain parts of the B-Line Trail (southernmost) have become exceptionally buggy. I've lived in Bloomington since 2009 and used both trails regularly since then -- and this is the time of year when the mosquitoes, gnats, and other critters tend to increase in population. But this year is the WORST I've seen it in my 5-plus years here. In those areas where it is possible, it seems some spraying/other mitigation is in order to keep the critters in check! It got so bad last week I literally cut one of my runs short (despite wearing hat, sunglasses, and Deep Woods Off), drove back to my neighborhood on the east side, and finished the run on the streets over there (where there is no trail, but far fewer bugs). In addition, I am aware that a good portion of the Clear Creek Trail runs adjacent to some sewer lines. But usually, only in 1-2 places do you ever get a whiff of it and usually it's very brief. No big deal. Well, this past week, much of the lower half of the trail (the area south of where the overflow water tends to flood the trail after heavy rainfall) has carried a very consistent and moderate "poo" smell. And I'm pretty sure it's not coming from the four-legged running companions who like to use the trail as well and do their natural business. I'm not sure if there is a way to mitigate the smell somehow or if the sewers are unusually backed up or what -- but the smell has become such in past week where it might deter some from using the trail (if the bugs don't chase them off first) unless something is either done or the smell subsides naturally. Again, I've lived in B-Town for 5-plus years and have never encountered the smell on the CCT being near this strong -- or nearly continuous along the southern half -- as it is now. Just thought I'd bring this to your attention; I know that in talking with other runners/walkers/joggers, they are having bug/smell problems as well. The pressure in the water fountains in Sherwood Oaks Park, where the B-Line crosses Country Club Road, and the water fountain next to the Second Street Kroger is low. Does anyone check to see if the fountains are working properly? I almost have to lick the faucet like a dog to get a drink of water.
