About the TIP

The BMCMPO Transportation Improvement Program (TIP) is a federally required, capital investment plan created by the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) to guide and track the distribution and use of federal funding for multimodal transportation projects, in BMCMPO's metropolitan planning area (MPA), across a five-year period. A new TIP is created every two years, allowing for a re-evaluation of funds and projects for the region. 

Federal funding come from the Indiana Department of Transportation, the Federal Transit Administration and the Federal Highway Administration. The TIP documents federal-aid projects programmed and scheduled for phased completion in specific fiscal years along with state/local matching funding commitments. The creation of the TIP achieved guidance from various plans created by the local public agencies and by the MPO's Metropolitan Transportation Plan (MTP). 

The projects in the TIP represent current commitments by local government and transportation agencies in the Bloomington-Monroe County region. The TIP also includes state-led projects anticipated for the BMCMPO planning area during the four-year planning period. The BMCMPO sponsors public meetings to gather public input on the TIP prior a formal presentation to Policy Committee for voting and adoption. The BMCMPO develops a new TIP every two years thereby allowing the community to regularly reevaluate priorities for federal funding. All projects listed in each MPO's TIP are included in the Indiana Statewide Transportation Improvement Program (STIP), by reference. Other projects taking place with the MPA and receiving non-MPO federal funds (such as HSIP Special Call funds and Bridge funds), must also be listed in the TIP documents, Additionally, in order to receive funding from the Federal Transit Administration, transit projects within the MPA must be listed in the TIP documents. Transit projects typically involve planning studies, operational assistance, and capital acquisitions. 

Fiscal Year 2027

Each state fiscal year (SFY), the BMCMPO receives a spending allowance to be used on local transportation projects within the BMCMPO metropolitan planning area, as part of a sharing agreement with INDOT. We are now in SFY2027 (which began July 1, 2026 and ends June 30, 2027). The SFY 2027 BMCMPO federal funding allowance and anticipated spending in the context of surrounding years is detailed within the FY 2026-2030 TIP below. 

Here is a summary of that information as of 7-10-2026: Per INDOT email on 6-5-2026, the BMCMPO spending authority for SFY2027 is $4,533,387. The BMCMPO owes the Indianapolis MPO (IMPO) $4,601,337 in SFY2027 (this exchange agreement was made 9-2023; we received the same amount from IMPO in SFY2024). The BMCMPO will receive $2,230,000 in SFY2027 from the Area Plan Commission of Tippecanoe County (APCTC) (this exchange agreement was made 4-2026; we owe APCTC the same amount in SFY2028). INDOT granted us an extra $47,894 in the last few months of SFY2026 to be used by September 2026. This makes the total available BMCMPO federal funding for SFY2027 transportation projects: $2,209,944. BMCMPO's forecasts using the available $2,209,944 as follows: the High Street Multiuse Path and Intersection Improvement project (CN phase) will receive $2,162,050; and, the Downtown Curb Ramps project (PE phase) will receive $47,894.

Fiscal Year 2026-2030 TIP
effective July 1, 2025 - June 30, 2027

The FY2026-2030 TIP is the active document describing local and state-led projects within the BMCMPO metropolitan planning area (MPA) that are approved to receive federal and state funding for the period July 1, 2025 through June 30, 2030. The FY 2026-2030 BMCMPO Transportation Improvement Program (TIP) was adopted by the BMCMPO Policy Committee (PC) on March 14, 2025 and approved by the Indiana Department of Transportation, the Federal Highway Administration and the Federal Transit Administration on August 28, 2025. Fiscal Year 2028-2032 TIP
effective July 1, 2027 - June 30, 2029

The FY2028-2030 TIP call for projects is anticipated to be issued on August 17, 2026, with an application deadline of September 11, 2026.

Annual List of Obligated Projects (ALOP)

Federal law requires the Metropolitan Planning Organization (MPO) to publish an "Annual Listing of Obligated Projects" (ALOP), based on information provided by the Indiana Department of Transportation. The ALOP describes the funds were obligated in the preceding year, as a record of project delivery and progress report for public information and disclosure.
