Project Background:
For over 100 years, the area now known as "Hopewell" served as the site of Bloomington's main hospital. IU Health announced the construction of a new hospital and in May 2018, the City of Bloomington entered into a purchase agreement with IU Health for the 24-acre legacy hospital site for the Hopewell Development. Demolition of the main hospital building by IU Health began in 2022 and was completed in 2023. The existing parking garage and the Kohr Administration Building will remain. The property has now been fully transferred to the City. Project websites can be found here and here.
The first phase of the Hopewell Development, Phase 1 East, bounded by 2nd Street to the north, 1st Street to the south, B-Line to the east, and Rogers Street to the west completed demolition and site restoration in 2022. Construction of the site infrastructure and linear park to create development ready lots will be complete by the end of 2024.
Hopewell West - Jackson Street, which included the reconstruction of S Rogers St between 2nd and 1st, the construction of a new block of S Jackson St, as well as an alley to support Bloomington Housing Authority's Kohr Building, was completed in 2026.
The Reconstruction of 1st Street, a federally funded project, was completed in 2025.
The Reconstruction of 2nd Street, also a federally funded project, is under construction throughout 2026.
Project Details:
The demolition of former auxiliary IU Health Bloomington Hospital buildings on this project site, now called Hopewell South, (bounded by 1st Street to the north, Rogers Street to the east, Wylie Street to the south, and including areas west of Fairview Street) was completed in 2024.
The Hopewell South project site now sits ready for future redevelopment. A rezoning request is currently being considered by the City of Bloomington Common Council. If approved, this Planned Unit Development would increase the allowed number of residential housing units that can be built on the property.
Once a rezone is approved, the property will be subdivided and public infrastructure constructed to support the future homes. Updates on the subdivision and associated infrastructure will be posted here as the become available.
To jumpstart the redevelopment of the Hopewell South property, 3 existing lots will have homes constructed on them in compliance with all existing zoning requirements. This early home construction is possible due to a lot line adjustment of the existing lots of record. The lot line adjustment is currently under review by the city's Planning & Transportation and Utilities departments. Once approved, building permits can be applied for and home construction could start as early as May or June of 2026.

Public Notice:
The City of Bloomington is submitting a Notice of Intent to the Indiana Department of Environmental Management of our intent to comply with the requirements of Construction Stormwater General Permit to discharge stormwater from construction activities associated with the Hopewell South project. Run-off from the project site will discharge to existing storm sewers which outfall into West Branch Clear Creek and Clear Creek. The project will take place on property located east and west of S Fairview Street, south of W 1st Street, west of S Rogers Street, and north of W Wylie Street in Bloomington, Indiana.
