Other: Bloomington seal coat paving does lots of driveways in my neighborhood. They make an asphalt ramp to the street that totally fills in the gutter. Is this allowed? It pushes the water out into traffic.

Thank you for your comment. What neighborhood is this? I do not have an address and the map shows City Hall. As far as I know, we have never enforced against this action but I do believe it negatively impacts the drainage and causes failure to the asphalt. The solution is to depress the curb at the driveway so it is easier to drive over, and leave the gutter as it is designed.
