Walk In: Ms. Miller volunteers @ 1st United Methodist church on Wednesday's to help feed the hungry. Due to church construction there is no longer a parking lot. She has a handicap tag for her car and walks w/ a cane (also elderly, needing to park as close as possible. Arriving to vounteer at 11:30, she always has trouble finding a space, especially a handicap space. She parked on yellow space between People's Bank & church alley where she recv'd the ticket. What can she do? She has appealed w/ CC
