Phone Call: Foster went to License Branch, Tuesday, May 12 & while there questioned license branch procedure. Employee he questioned called Police, and BPD officer asked Foster to lv and not return. Foster claims he is not unreasonable and wants to know why license branch employee's word was taken over his. He is going out of town tomorrow & can't get his license plates.
