Other: Transient man screaming and yelling outside City Hall first thing this morning (around 7AM timeframe). Individual was screaming about pointing guns at him and repeatedly talking to himself. Staff feel uncomfortable entering the building this early in the AM without other security measures in place. The individual then began approaching cars as more staff pulled up for the day to park and come inside City Hall. Again, it is uncomfortable as an individual to leave vehicle and walk alone with someone being unstable and yelling at you. Is there someone on site beginning around 7AM at all?
